Applying applications and parameters

Both lists describe the state the terminal should reach, not commands to run at once. Apply changes at a time the terminal chooses, such as when it is idle.

• If an application is absent from a list, nothing is decided for it on this terminal. Leave whatever is installed or applied in place. Never uninstall software or clear parameters because they are missing from a list.
• Remove an application only when its entry has the outcome uninstall.
• Verify every downloaded file against its sha256 before installing it.
• Install a build only if its version_code is higher than the installed one. Konsol never asks a terminal to downgrade.
• After applying a parameter document, report its digest in the next heartbeat's parameter_state.
